1001 GENERAL INSTITUTIONAL, HISTORICAL AND ECONOMIC INFORMATION ABOUT THE ENTITY.
The Institución Ferial de Canarias (INFECAR), an official institution dependent on the Cabildo de Gran Canaria, was the first fair institution of the Canary Islands. Founded in 1965, its fairgrounds were inaugurated in 1966 with the first edition of the Atlantic Fair. From then until today, it has been an uninterrupted key element in the economic development of the Canary Islands, of Gran Canaria and, especially, of Las Palmas de Gran Canaria. As proof of the above, INFECAR currently organizes eight annual fairs, in addition to hosting and providing services to four external fairs a year. Two of the fairs organized by INFECAR, Atlantur, International Fair of the Atlantic, and the International Fair Canagua & Energy, have the qualification of Official Fair of the Canary Islands, granted by the Government of the Canary Islands, and of international fair certified by The Global Association of The Exhibition Industry (UFI), the main fair organization worldwide. According to the criteria in force in the trade fair sector, the economic impact of INFECAR’s activity on its surroundings, mainly the island of Gran Canaria and, in particular, the city of Las Palmas de Gran Canaria, is of the order of 10 million Euros per year.
It is important to highlight the importance of the fairs for the economy of the territories they serve, what INFECAR means for Gran Canaria and, especially, for its capital, Las Palmas de Gran Canaria. Thus, the Association of Spanish Trade Fairs (AFE) highlights the following points: –
Trade fairs are essential for the development of many businesses inside and outside the fair itself. Trade fairs dynamize the environment where they are held, providing employment and wealth to sectors such as hotels, restaurants, means of transport, stores, etc.
A trade fair generates in its economic environment between 8 and 10 times the volume of its turnover. – The exhibiting company reinforces its brand image by exhibiting at the fair and, for the same reason, it is the best way for new companies to make themselves known. – By attending trade fairs, companies learn about new developments and acquire new knowledge in the sector that is the subject of the fair.
Trade fairs are places for networking: you negotiate with existing customers, meet new customers and open up new markets.
Face-to-face contact is irreplaceable. New technologies are an important complement to companies’ marketing actions, but face-to-face meetings and direct contact with the products offered at trade fairs are always a priority.
Trade fairs are internationalization channels: exhibiting companies can contact and present their products to companies in many countries without having to make several trips abroad, with the cost and time that this would entail.
1002 NORMATIVA APLICABLE A LA ENTIDAD.
The Trade Fair Institution of the Canary Islands (INFECAR) is governed by its Bylaws and by the legislation in force regarding trade fairs, trade shows, congresses and similar events.
In matters of contracting and accounting, it shall be governed by the rules of Private Law, except as otherwise provided by the Public Sector Contracts Act and the Basic Statute of the Public Employee.
Therefore, the following general and specific regulations are mainly applicable to the Institución Ferial de Canarias (INFECAR), according to its activity:
- Law 9/2017, of November 8, on Public Sector Contracts, transposing into Spanish law the Directives of the European Parliament and of the Council 2014/23/EU and 2014/24/EU, of February 26, 2014.
- Royal Decree 1098/2001, of October 12, 2001, approving the General Regulations of the Public Administration Contracts Law.
- Legislative Decree 1/2012, of April 21, 2012, approving the Consolidated Text of the Laws for the Regulation of Commercial Activity in the Canary Islands and regulating the commercial license.
- Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee.
- Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations.
- Law 40/2015, of October 1, 2015, on the Legal Regime of the Public Sector.
- Law 12/2014, of 26 December, on transparency and access to public information.
- Law 19/2013, of December 9, 2013, on transparency, access to public information and good governance.
1004 INFORMATION RELATED TO THE FUNCTIONS CARRIED OUT BY THE ENTITY.
INFECAR pursues the following purposes:
- The organization of international, national and local trade fairs, whether general, sectorial or monographic, whether commercial, technical or services.
- The organization of congresses, symposiums, conferences and economic, cultural and any other type of meetings, aimed at the promotion and development of its own purposes.
- The organization of any event that promotes and facilitates the exhibition and exchange of products and/or services between national and foreign companies.
- The rental and/or temporary assignment of its facilities and services for the celebration of events by third parties, provided that they are of the same nature as those listed above.
- To manage, conserve and maintain its patrimony.
- It shall not pursue profit-making purposes.
